Ukraine is at war and every Western government advises against all travel. This entry exists because people do still go — journalists, aid workers, volunteers and Ukrainians abroad — not because it is a destination.
Missile and drone attacks reach every part of the country including Lviv and Kyiv, far from the front. Airspace is closed, so all entry is overland, and ordinary travel insurance is void.
Each region is coloured by the advice that applies to most of it, drawn by hand from the wording of all five government advisories. Numbered markers flag localised warnings — usually a border strip or remote interior — that cover only a small part of an otherwise lower-risk region.
This map reads stronger than the world map's colour, and both are right. The world map shades Ukraine by its Atlas Risk Score — 70, High — which blends government advice with crime, health, roads and natural hazards. This map shows the advice alone, and the strongest level anywhere in Ukraine is “do not travel”.

The things worth knowing before you land.

Patterns reported repeatedly by travellers and local police. None of this is about individual businesses — it's about set-ups you can learn to spot in seconds.
Drivers at the border and at stations charge foreigners many times the going rate for onward transport, particularly during surges when rail is full.
How to avoid it: Use Ukrainian Railways, which runs reliably and cheaply and is bookable online. Use Uklon or Bolt in cities rather than hailing.
Organisations solicit fees to arrange volunteering, accreditation or transport into Ukraine that they cannot deliver, taking payment and passport details.
How to avoid it: Work through established organisations with a verifiable record and registration. Accreditation for media is issued by the Ukrainian authorities, not by intermediaries.
Specific places that come up again and again — either in government advisories or in traveller reports. Everywhere else in Ukraine is not automatically fine, but these are the areas worth a plan.
Active combat in Donetsk, Luhansk, Zaporizhzhia and Kherson. Occupied areas have no consular access of any kind.
Close enough to Russia that warning time before a strike is often seconds rather than minutes.
Attacks reach Lviv, Kyiv and the far west. Energy infrastructure is targeted, causing extended blackouts in winter.
Ukraine is among the most heavily mined countries in the world. Never leave paved roads or marked paths in or near formerly occupied areas.
Alerts are issued by oblast and can sound several times a day. Install an official alert app before arriving, learn where the nearest shelter is at every place you stay, and treat metro stations as the reliable option in cities that have them.
Warning time varies from several minutes for cruise missiles to almost none for ballistic ones in border regions. Do not go outside to watch — falling debris and interceptor fragments cause casualties.
Civil aviation is suspended. Entry is by land from Poland, Slovakia, Hungary, Romania or Moldova, and queues at the border can run to many hours. Rail is the safest and most reliable way to move once inside.
Martial law is in force: a nationwide curfew applies, checkpoints are routine, and photographing military sites, air defence or the results of strikes can lead to detention. Ukrainian men aged 18–60, including dual nationals, are generally barred from leaving the country.
